HYPOTHESIS

Unsettled delivered-COD is not a settlement-pipeline problem — it is cash physically retained by a small set of couriers.

If the pipe were slow, unsettled cash would be spread evenly and settle-times would show a long tail. Neither is true: settlement is near-instant when it happens, and the outstanding value is heavily concentrated.

Settlement speed rules out the pipe: p50 4.2h · p90 8.0h · 99.6% same-day (11,963 settlements).
